With Gov. J.B. Pritzker’s signature Monday, a door to parole opportunities for younger inmates was reopened.

The Democratic governor signed House Bill 531 in a ceremony in Chicago Monday after the measure, which passed both chambers of the Statehouse in 2018, idled for a few months before being signed this week.

The only local legislator to vote yes was state Sen. Jil Tracy, R-Quincy.

HB 531, which is effective June 1, will allow people who commit a crime before turning 21 the ability to petition the Illinois Prisoner Review Board for parole. The bill is not retroactive.

Those who would apply would receive attorneys to aid in their parole cases while victims, witnesses and concerned citizens could be heard by the parole board when a release is considered.
