In March of 2020, the Juvenile Justice Initiative, John Howard Association and the Raphah Institute sent staff members to Hamburg, Germany to see the German prison system firsthand. JHA Corrections Policy Analyst Phil Whittington participated in this comparative correctional systems work, touring and evaluating prisons in Germany that evidence a humane, rehabilitative model.
