Testimony on SB 2197, Increasing Protection for Youth in County Detention Centers

JHA submits this testimony to the Illinois Senate Special Committee on Criminal Law and Public Safety in support of SB 2197, the bill to increase protection for youth in county juvenile detention centers by expanding the oversight powers of the existing Office of Independent Juvenile Ombudsman.
